Two arrested on drug possession charges
Police: men displayed odd behavior leading up to arrest
MADISON, Wis. — Two men are facing drug charges after they were picked up by Madison police doing routine surveillance on Madison’s southwest side Tuesday afternoon.
The incident happened around 4:45 p.m. in the 6700 block of Raymond Road.
According to police, officers were doing routine surveillance when notice two people displaying odd behavior outside a car on Raymond.
The officers, who had extensive amounts of drug training, contacted Kevin Hoffman, 21, of Monroe and Steven Kelly, 23 of Madison to ask them what they were doing there. Hoffman said he was making a phone call to his grandfather, when the police asked to see his phone, they determined it wasn’t working.
Police said officers noticed a syringe in Hoffman’s pocket, and other items, including baggy corners with white powdery residue, zip-close bags of other drug paraphernalia, scales and syringes containing drugs in the car.
Police said Hoffman blamed Kelly for the items. Both were taken to jail on drug charges on probation violations, according to police.
