Videos on teen’s phone show sexual assault of 15-year-old girl, complaint says

REEDSBURG, Wis. — Two Sauk County teenagers are accused of sexually assaulting a 15-year-old girl in her home in early February, according to documents filed in court last week.

Carson J. Fusch, 18, and Michael P. Papara, 18, are each facing a count of sexual assault of a child under 16 years old in connection with an incident at a Reedsburg home on Feb. 6.

The Richland County Sheriff’s Department was brought in to investigate the Sauk County case since Papara’s parent works at the Sauk County Jail, officials said.

According to the criminal complaint, the parents of a 15-year-old found their daughter in their guest bedroom with Fusch and Papara. The girl was nude from the waist down and Fusch and Papara were fully clothed.

Papara was found laying on the floor or getting up from the floor in the same room where the girl and Fusch were found in the bed, the complaint said. The girl said she didn’t remember anything that happened, and a preliminary breath test showed her blood alcohol level was 0.10.

Papara and Fusch both said they were at the girl’s home because their car went into the ditch on the same road where she lives, and they denied having any sexual contact with her, according to the complaint. They said they only touched her back while she was ill from drinking. They claimed they were helping her because she was drunk.

Officers found two knifes in Papara’s underwear and another knife on him. Two of the knives were stolen, according to the court document. Papara at first lied about stealing money, but later admitted to taking a $50 bill to help his mother pay bills. A plastic bag of marijuana was found hidden under Papara’s scrotum, and he admitted to police that he had bought the marijuana in Baraboo.

Officers also seized Papara’s cellphone, the report said. While trying to switch the phone into airplane mode, the deputy saw a screenshot of a video of Papara shirtless in the bedroom where the girl was assaulted. It appeared in the image that Papara was assaulting the girl and Fusch could be seen participating. Later, with a search warrant, investigators found four videos on Papara’s phone showing the assault. There were also multiple photos and videos of bags of marijuana, guns and cash.

According to the complaint, the girl suffered multiple injuries to her upper and lower extremities, buttocks and vagina.

Papara is facing an additional charge of sexual assault of a child because investigators found images and video on Papara’s phone of him allegedly assaulting the girl in the same room on Nov. 23.

Papara had an initial appearance on his charges Monday. He was given a cash bond of $5,000 and ordered not to have contact with the victim or Fusch, according to court records. While on bond he also can’t have contact with any girls under 16 except for immediate family members or incidental contact within the community. He also can’t be on the Reedsburg High School campus. Papara’s court return date is scheduled at 1 p.m. on April 16.

Fusch had his initial appearance Monday and received a $2,000 signature bond. He was ordered not to have contact with the victim or Papara, according to court records. While on bond he also can’t have contact with any girls under 16 except for immediate family members or incidental contact within the community or during work hours. He also can’t be on the Reedsburg High School campus. A pre-trial conference is scheduled at 11 a.m. on Feb. 28 in Fusch’s case.
