Police ID suspect in homicide outside Beloit bar

Beloit police have identified a suspect in a fatal shooting that happened outside a bar last week.

City of Beloit police said the incident happened in the parking lot of the Turtle Tap in the 1300 block of East Grand Avenue at 11:38 p.m. on Aug. 31.

Officers discovered 32-year-old Tony Payne, of Beloit, had been shot. A Beloit fire crew took Payne to the hospital for treatment, where he later died, the police department said.

A warrant has been issued for first-degree intentional homicide for 28-year-old Michael Etil Joseph.

Police said the investigation indicates that the violence was not random and the investigation is ongoing.
