MSCR executive director gets $1K bond on 12 counts of possession of child porn

The Madison School and Community Recreation executive director is out on bond Tuesday after being arrested last week.

Jacob D. Tisue, 44, of McFarland, was arrested Thursday in McFarland on suspicion of 12 counts of possession of child pornography. After his arrest, Tisue was on administrative leave from his MSCR position and will remain on leave until the criminal process has an outcome, the Madison Metropolitan School District said.

Tisue appeared in Dane County court Tuesday afternoon and received a $1,000 signature bond. Court Commissioner Brian Asmus said that because of Tisue’s ties to the Madison community, including his wife and three children, he was not a flight risk.

“This is not a case of touching. I know what the case is about, I understand it’s a child pornography allegation, but he’s innocent until proven guilty and there’s no allegation he’s taken these pictures of children themselves or that he’s touched any children,” Tisue’s attorney Stephen Eisenberg said in court Tuesday.

A judge also ordered that, except for his own children, he may only have supervised contact with minors.

His attorney argued that besides an intoxicated driving and marijuana possession charge in the ’90s, Tisue doesn’t have a criminal record. The judge though, said there is reasonable concern, since studies show people in possession of child porn would act on those impulses if they had the opportunity.

Asmus also ordered that Tisue not have any unsupervised contact with any other children besides his own.

According to court records, Tisue is due back in court at 10:30 a.m. on Sept. 12.
