The victim was shot multiple times at around 3:52 p.m. on Sept. 6, and police said the incident did not appear to be random.

“The community has been overwhelmingly upset by this shooting in Penn Park,” police said in a statement Sunday. “Many neighbors, alders and community leaders have expressed frustration with this shooting because Penn Park had made such great progress in recent years in hosting important events and youth sports.”

An investigation into the incident remains open.

This is the eighth homicide in Madison since April 3, and the second in September alone.
