Man on parole for heroin manufacture arrested on suspicion of OWI, police say

WATERLOO, Wis. — Law enforcement officials with the Wisconsin State Patrol arrested a man early Saturday morning on suspicion of 5th-offense OWI, according to a news release.

Leroy C. Ostrander, 41, was arrested Saturday just after 4 a.m. after police stopped him for deviation from a designated lane on I-94 near County Highway O. According to a news release, law enforcement officials smelled intoxicants in Ostrander’s vehicle. When he failed a field sobriety test, Ostrander was placed under arrest, according to the release.

Ostrander is on parole for manufacture/delivery of heroin. Police said he refused to provide a blood sample, so a warrant for a legal blood draw was obtained.
