Man in store parking lot charged with 4th OWI

A man who was stopped driving out of a store parking lot Tuesday night was charged with his fourth drunken driving offense, police said.

Madison police said officers responded to a report of a man who was impaired and behind the wheel in the Woodman’s parking lot on Milwaukee Street at 7:46 p.m.

Police said 51-year-old Thomas P. McGinley, is banned from from Woodman’s because of an alleged past retail theft. When he entered the store, he was told to leave. Staff members kept an eye on him as he went to the parking lot and got behind the wheel of his vehicle. Workers blocked him in and told him he could not drive away.

Police said when officers arrived, McGinley moved into the passenger seat.

A witness told police he saw McGinley driving the car earlier. McGinley was arrested on suspicion of his fourth-offense operating while intoxicated.

He was also charged with unlawful trespass and disorderly conduct.
