Madison police arrest 1 on tentative child neglect charges

MADISON, Wis. — Police took one person into custody on tentative child neglect charges after an incident on Madison’s west side Tuesday night.

The Madison police and fire departments responded to the 600 block of South Whitney Way at 7:30 p.m. regarding a woman who had overdosed and was passed out on the sidewalk near a vehicle, according to MPD spokesperson Ryan Kimberley.

Officials revived the woman with naloxone and brought her to a hospital. Officers later found a 5-year-old child in the vehicle. An adult who was inside the store with an 8-month-old and 2-year-old was also associated with the same vehicle.

Police learned Tracy Cowan, 37, was inside the store for more than an hour and had been shoplifting. Cowan reportedly showed clear signs of being under the influence of narcotics and had admitted to ingesting OxyContin. Officers later discovered Cowan picked up the woman and the three children before heading to the store.

Cowan was booked into the Dane County Jail on tentative charges of child neglect.

Dane County Human Services was contacted, and the children were placed with their respective fathers.

An investigation into the incident is ongoing.
