Madison man arrested in 2 exposure incidents
Surveillance video used to identify suspect
MADISON, Wis. — A Madison man was arrested after witnesses told police he was touching himself in public on Monday in the downtown Madison area.
Joshua Kann, 26, faces two charges of lewd and lascivious behavior. Police said Kann was standing shirtless near the intersection of Johnson Street and Fordem Avenue just after 9 a.m. He quickly tried to put his shirt on when he saw the officers’ squad car, according to police.
A 34-year-old Portage woman identified Kann as the man she saw masturbating on the corner of Johnston Street and Marston Avenue around 8:40 a.m., police said.
Later that day, another woman contacted police about a man she saw masturbating in the 500 block of State Street between 7 and 7:30 a.m. Police said video surveillance confirmed Kann as that man.
Kann also faces a felony charge of bail jumping.
