LGBT rights advance in De Pere
DE PERE, Wis. — Backers of gay and transgender rights have been making gains at the local level in unlikely places.
They are notching victories in cities such as Morgantown, West Virginia, Birmingham, Alabama, and De Pere, Wisconsin, in passing nondiscrimination protections for LGBT residents.
The action at the local level comes amid little progress in Washington and in statehouses nationwide.
De Pere is a suburb of Green Bay not noted for LGBT activism. But it took a big step last week toward joining the movement.
After an intense public meeting, its city council gave preliminary approval on a 5-4 vote to a measure that would broaden the local nondiscrimination ordinance to cover transgender people.
