Mark Friend says seeing Gov. Scott Walker sign a new law doubling fines for traffic offenses around sanitation workers makes everything he went through worth it.

A car rammed into Friend in January while he was working depositing trash. He was pinned against the truck, resulting in the amputation of most of his left leg.

Friend had pushed for a toughening of the law to protect sanitation workers before his accident. He kept up the pressure afterward.

The Legislature responded, passing the bill earlier this year. Walker signed it on Monday with Friend next to him in Watertown.

Walker says he hopes the higher penalties and publicity around the new law result in drivers being more careful near garbage trucks.
