MADISON, Wis. — The grandmother of a 10-year-old Ohio boy who died after years of suspected abuse and rape said she is filing a lawsuit against Montgomery County Children Services.

Kelly Sandoval is Takoda Collins’ grandmother. She lives in Madison and spoke with News 3 Now in December about being denied custody of Collins in 2013. That’s when Collins’ father is suspected to have gone against court orders, taking him to Dayton, Ohio.

Public school teachers said they called children’s services 17 times to report abuse at the hands of Collins’ father.

The state of Ohio and the county are investigating Children Services’ handling of the case.

Sandoval said if she wins, she would like to use the money to help other children who suffer or have suffered abuse.

Before leaving Madison, Collins’ father, Al Mutahan McLean, was charged or accused of multiple violent crimes, including strangulation and suffocation. Witnesses also saw him hit his ex-girlfriend over the head with a pipe.
