Francis Pat Hubert Schraufnagel
MADISON-Francis “Pat” Hubert Schraufnagel died January 28, 2014 in Madison, WI. Pat, born December 13, 1923 in Peeksville, WI to Mike and Mary (Ruby) Schraufnagel, died peacefully after a long illness.
He graduated from Glidden High School in 1941, as class salutatorian, president, and prom king. During and after high school, he worked for the family logging mill. During World War II, from March 1943 – January 1946, Pat was a colonel in the Army Air Force, serving as a weather observer in the South Pacific. Pat and Mabel Emilie Kust married on April 18, 1949, in Madison, WI. At the University of Wisconsin – Madison, Pat completed a Bachelor degree in Chemical Engineering in 1950 and a Master degree in Civil Engineering, specializing in sanitary engineering in 1962.
Pat began working for the State of Wisconsin in 1950, with the Committee on Water Pollution, as a Public Health engineer. He surveyed water quality, regulated industrial waste sources, and investigated pollution complaints.
In 1958, he returned to Madison as director of Water Quality Evaluation, establishing a monitoring network. In 1968, with the formation of the Wisconsin Department of Natural Resources, Pat was responsible for the development of Wisconsin’s first intrastate and interstate water quality standards. From 1972-83, he worked with the International Joint Commission Water Quality Board concerning the Great Lakes. Then he was Laboratory Coordinator for all testing. After 39 years as a state public servant, he retired July 28, 1989.
He was a registered professional engineer. Pat was an enthusiastic bridge player and avid follower of investment and benefits news, sharing his expertise with co-workers. He enjoyed music and poetry. Pat was a caring, loving, and patient husband and father, with a sense of humor.
Surviving him are his wife of 64 years, Mabel Emilie Schraufnagel (nee Kust) and daughter Nancy Eileen Schraufnagel of Madison, son Richard “Dick” Allen Schraufnagel, wife Patricia and grandson, Mark Kasten Schraufnagel of Buffalo Grove, IL, grandson, Peter Kasten Schraufnagel, (Jaime Montgomery Schraufnagel), and great grandchildren, Ben and Katie of Wauconda, IL. He is also survived by sister, Regina “Jean” Dunlap of Ashland, brother Donald of Madison, and many nieces and nephews.
Pat was preceded in death by his parents Mike and Mary (Ruby) Schraufnagel, six brothers, Christine Swain and three other sisters.
