Constitutional convention proposals draw strong reactions in Wisconsin
MADISON, Wis. — The public will weigh in on proposals that would make Wisconsin the 30th state to call for a constitutional convention to force adoption of a balanced budget amendment.
Republican state Sen. Chris Kapenga has proposed a resolution calling for a convention of states to add the amendment to the U.S. Constitution. Thirty-four states must call for such a proceeding to make it happen.
Assembly and Senate committees will hold a joint public hearing Tuesday on the resolution. Opponents including the American Civil Liberties Union, the League of Women Voters and the Wisconsin Democracy Campaign fear a convention could lead to wholesale changes to the constitution.
