Two adults arrested, charged with child abuse
MADISON, Wis. — Two people are facing child abuse charges after an incident in which a 12-year-old and two other children were hit with pepper spray, Madison police said.
Police said officers were called to the area of Schenk and Dawes streets on the city’s far east side at 3:10 p.m. Friday for a report of a disturbance involving several people and possibly pepper spray. Officers found that Michael J. Hackl, 33, of Madison, had been in a verbal altercation with a 12-year-old earlier Friday before picking up Lindsey R. Niebuhr, 33, of Madison, who then got into a separate altercation with the 12-year-old.
During the second disturbance, police said Niebuhr assaulted and pepper-sprayed the 12-year-old. The pepper spray also hit two other children, police said.
Hackl and Niebuhr were arrested during the incident, police said. Niebuhr faces charges of physical abuse of a child, intentional use of oleoresin capsicum (pepper spray) to cause bodily harm and disorderly conduct. Hackl faces charges of being a party to a crime of physical abuse to a child and disorderly conduct.
The 12-year-old was not seriously injured, police said.
