MADISON, Wis. -- A state legislative committee has proposed forcing convicted sex offenders to wear bracelets that would let authorities track their position by satellite. The Global Positioning System (GPS) bracelets would cost more than $10,000 a year per offender, which could add up to $477 million over 20 years.Supporters said that it's worth the cost to prevent sexual offenders from repeating their crimes with another generation of victims. But state Rep. Mark Pocan, D-Madison, said that he opposes the idea and that GPS monitoring won't prevent crime. He said that it will just bloat state government. The committee approved the measure by a 15-1 vote. The full Legislature is expected to debate the bill next month.
