Doyle Unveils Ethics Package Amid Fundraising Questions
Governor's Fundraising Is Subject Of Investigation

MADISON, Wis. -- Gov. Jim Doyle released a package of ethics reforms on Thursday even while his own campaign fundraising practices are the subject of a state and federal investigation.Doyle said that the reforms will help ensure citizens have confidence in government.Many of the proposals are already pending in the state Legislature.One would ban fundraising during the budget process by state office incumbents and challengers from the date the budget bill is introduced until it's signed into law.It would ban legislators, their staffers, former governors and all gubernatorial political appointees from lobbying their respective branch of government for one year after leaving office.Another reform would ban the use of campaign contributions or state tax dollars to pay for the legal defense of someone who's been criminally charged with violating ethics or campaign finance laws.It would also fully fund Supreme Court candidates who agree to spending limits.Doyle is a figure in an ongoing investigation into certain donations made to his campaign. The donations under question came from utility interests, from a company that won a state travel contract and from a fundraiser held by a state Department of Transportation official.Doyle spokesman Dan Leistikow said on Wednesday that the governor's administration has complied with all requests for information from investigators and is confident that they will find no wrongdoing.
