MADISON, Wis. -- A research group says that despite a law requiring Wisconsin government to post contract information online, the state is among the worst at doing it.The nonpartisan Center for Study of Responsive Law, in findings published last year, said Wisconsin was among seven states failing the most at fully disclosing the information.Wisconsin's Contract Sunshine Web site, created in 2006 to give people a way to watch for wasteful or improper spending, is largely empty.A Post-Crescent of Appleton review found that as of last week, just 14 of 98 listed state agencies, boards, commissions, councils, universities and colleges had posted information.
