Board Nixes Library Referendum; Downtown Hotel Moves Forward

Mayor Includes Funding For Projects In Budget

Updated: 10:49 am CDT October 13, 2009

The city Board of Estimates on Monday night considered the fate of two capital projects that feature prominently in Madison Mayor Dave Cieslewicz's budget proposal for next year.

The board unanimously rejected a measure to put a $37 million downtown library plan to a citywide referendum. The mayor's plan calls for the creation of a new central library to replace the existing building. Had the proposal passed, the library plan would have been placed on the ballot next April.

The board also opened the door for another multimillion dollar project to move forward. This plan would redesign the Edgewater Hotel.

The board voted down an amendment that would've taken $16 million of TIF funding out of the hotel project. The board vote was initially tied, but the mayor cast a vote breaking the deadlock.

The board vote came despite some public concern about the idea. Some residents of the Mansion Hill neighborhood near the hotel voiced their concerns at the meeting. They brought a custom model of the proposed hotel.

The board also overwhelmingly struck down a measure that sought to delay the development of the city's long-discussed Central Park on Madison's East Side. (For more information, click here).
