Science Group Opposes Capital Gains Tax Hike

Lawmakers To Iron Out Budget Plan

Leaders of a group that advises the governor and state lawmakers on science policy say they're opposed to a tax increase on capital gains.

Wisconsin Technology Council Chairman Mark Bugher and President Tom Still said the state Senate's plan to eliminate the state's 60 percent tax exclusion on capital gains will make it harder for start-up companies to get off the ground.

The Senate made that change to its version of the budget to generate $485 million over the next two years.

Gov. Jim Doyle and the Assembly have proposed reducing the exclusion to 40 percent, which would raise $170 million.

Assembly and Senate leaders are expected to begin working out their budget differences this week.
