Spokesman: Investigators Mismanaged Probe Into Building Contract
Official Was Demoted After Report Was Filed

MADISON, Wis. -- A spokesman for Wisconsin Attorney General J.B. Van Hollen said that investigators mismanaged a high-profile inquiry into Gov. Jim Doyle's administration.Spokesman Kevin St. John said that the Division of Criminal Investigation closed the review into the award of a major University of Wisconsin-Milwaukee building contract in October without Van Hollen's knowledge or approval.St. John said that the case report doesn't document what investigators did during the 18-month review and why they decided not to pursue the case.The report was approved by Joell Schigur, who was director of the agency's public integrity unit. St. John said that the deficient report was among the reasons that Schigur was demoted last month.
