Deal Delays Many Of State's Financial Woes

The budget plan expected to pass the state Legislature this week largely delays the state's fiscal problems.

The Senate is expected to vote on the deal shortly.

Besides delaying the problems, the bill assumes the state will win three pending legal fights.

Gov. Jim Doyle has indicated he will veto all or part of two of the deal's main parts. One is a delay in $125 million in school payments and the other is $209 million in refinancing of tobacco bond payments.

The state's budget woes could get worse if the state doesn't collect $92 million in casino payments the Ho-Chunk tribe is fighting in court.

The state also is in court over $293 million in sales tax payments and a $200 million medical malpractice fund transfer. Losing any of those could blow a huge hole in the budget.
