Reality Check: Green Attacks Doyle Over Illegal Immigration
WISC-TV Analysis First of Two-Part Series

MADISON, Wis. -- Republican gubernatorial hopeful Mark Green's latest attack TV ad is over what is generally thought of as a federal issue: illegal immigration.

But, it's caused a quick response from Democratic incumbent Jim Doyle, who quickly produced a new TV ad of his own.WISC-TV analyzed the claims in Green's ad and found some "need clarification" or are "misleading." Doyle's ad will be analyzed on Tuesday on WISC-TV's "News 3 at 6."Much of the Green ad deals with how Doyle treats illegal immigrants, but first there's a setup."Wisconsin's taxes are some of the highest in the country," said the announcer in the Green ad, "driving good jobs away."That statement "needs clarification."
As shown in past Reality Check segments, Wisconsin's tax ranking is high at seventh worst nationally, according to the Tax Foundation rankings. But, the ad leaves out the fact that the ranking has improved since Doyle took office. At that time, Wisconsin had the fourth-highest taxes in the country.As for the claim "good jobs" are being driven away, it's worth noting that Wisconsin has gained about 170,000 jobs since Doyle took over in early 2003, according to the U.S. Bureau of Labor Statistics.The ad goes on to say: "But, Jim Doyle's priorities are all wrong. As illegal aliens stream in, he actually wants to give them welfare and subsidized home loans. And you pay the bill," said the TV ad announcer.On welfare, WISC-TV found that Doyle never said he wants to give illegal immigrants welfare, but he did veto a bill that would have made it harder to get government assistance -- like welfare -- by requiring proof of citizenship or legal immigration status.On the claim about subsidized loans, WISC-TV found this claim "misleading."The Wisconsin Housing and Economic Development Authority, or WHEDA, provides low-interest home loans for low-income families and, for a time, it was providing those loans even to illegal immigrants.However, in December 2005, Doyle signed a bill making that illegal."Doyle even wants to give illegal aliens in-state tuition breaks at the UW, while Wisconsin kids are being turned away," the announcer in the ad claims.First, Green rightly points out that Doyle proposed giving illegal immigrant students in-state tuition, if they graduated in Wisconsin, had been here for three years and are working on a permanent resident visa. It was cut from his budget by the GOP-controlled legislature and is not currently state law.But, Green's wrong to connect that program to Wisconsin students being turned away from admission to the UW system. In fact, since Doyle took office, resident enrollment is generally up.
