Death leaves a heartache no one can heal, love leaves a memory no one can steal. Our beloved husband, father, Papa, and friend Otis (Joe) Foster passed away unexpectedly on Saturday, August 17, 2013, at the age of 66.

Joe was born on January 6, 1947 in Battle Creek, Michigan the son on Otis Jr. and Viola Foster. He grew up in Waco, Texas. On May 15, 1976 he married his best friend Beverly Grover in Rockton, Illinois.

Joe worked in Rockton and South Beloit, Illinois before becoming the Chief of Police in Mauston. He was the Police Chief for 17 years. Since retiring from law enforcement, Joe started a Pest Control business which he had great passion for. He found relaxation in hunting, fishing, playing baseball, and watching sporting events. Joe’s greatest enjoyment came from spending time with his family. He was tremendously proud of Jolene and Adam’s accomplishments, both personally and professionally. He delighted in watching his granddaughters Madi and Ashlyn participate in their activities and applauded their academic successes. Joe’s granddaughters were the light in his life, and always brought a smile to his face.

Survivors include wife Beverly Foster, daughter Jolene and son-in-law Adam Routson, granddaughters Madi and Ashlyn Routson, son Joel Foster, and mother-in-law Shirley (Jane) Grover. In addition, Roxie (Chris) Mills and their children held a special place in his heart. There are also several extended family members and friends that meant the world to him. Joe was preceded in death by his parents, Otis and Viola Foster, sister Patricia White, brother-in-law Scott White, and son Jody Foster.

A Celebration of Life will be held on Thursday, August 22, 2013 from 3:00 – 6:00 p.m., with a Memorial Service beginning at 6:00 p.m., at the United Methodist Church, 420 Suszycki Dr., Mauston, WI. In lieu of flowers, memorials may be made to the family.
