MADISON, Wis. -

Police said two Milwaukee women were arrested in west Madison Thursday on suspicion of stealing more than $5,000 worth of underwear from the mall.

Madison police said 24-year-old Anita Moore and 22-year-old Monique Hardy were at West Towne Mall at 3:28 p.m. when a Victoria's Secret employee confronted the women as they stuffed lingerie into big bags.

Police said the women grabbed the bags and ran.

An officer outside the mall saw one of the women sticking two large bags into the trunk of a rental car, according to the report. The women denied stealing from Victoria's Secret but said they had been in the mall. The women didn't have receipts for the items in the trunk.

Madison police spokesman Joel DeSpain said the five bags stuffed with brassieres and other assorted undergarments in the trunk contained $5,914.86 worth of merchandise. Lingerie in two of the bags appeared to come from a Milwaukee-area Victoria's Secret store, the saleswoman at West Towne told police.

"The preliminary investigation indicates the women may have been trying to return some merchandise for cash," DeSpain said. "[The merchandise] was definitely not all for personal use."

Moore and Hardy were each charged with felony theft. Moore was also arrested on suspicion of obstructing, police said.

A third suspect could not immediately be located, police said.
