MADISON, Wis. -

Rep. Dale Kooyenga says his proposed $751 million income tax plan is a "strong step" toward improving Wisconsin's tax system.

He unveiled his plan Tuesday at a Capitol news conference attended by more than a dozen other Republican lawmakers. He says the Republican-controlled Joint Finance Committee will take it up soon as it works to finish changes to Gov. Scott Walker's budget.

Walker says he believes Kooyenga is on the right track.

Kooyenga says he likes the chances of his plan being included in the budget and passed by the full Legislature.

In addition to lowering rates, his proposal eliminates 18 tax break programs and attempts to simplify the tax code.
