MADISON, Wis. -

The Republican leader of the Wisconsin state Senate said GOP senators are divided on whether taxes and fees should be raised to pay for roads.

Senate Majority Leader Scott Fitzgerald said Thursday that lawmakers have to live within the parameters set out by Gov. Scott Walker. Walker is refusing to raises taxes or fees for roads, unless there's an equal reduction elsewhere.

Assembly Republican leaders have broken with Walker, saying his approach to delay major road projects and borrow more is irresponsible.

Fitzgerald said it wouldn't be productive to defy Walker and pass a budget with tax increases that he would veto. Fitzgerald said "you're going to have to work with the governor."

Fitzgerald said he doesn't know what alternatives there may be now.
