MADISON, Wis. -

A judge said the man accused of bringing Molotov cocktails into the state Capitol last year is not guilty by reason of mental defect. 

Kvon R. Smith, 21, was in court in Madison Friday morning for a plea hearing on multiple charges stemming from an incident Jan. 15, 2013, when police said he brought explosives to the downtown Madison building just prior to the State of the State address.

Smith pleaded guilty Friday to three misdemeanor charges but based on a doctor recommendation, the judge said Smith was not guilty by reason of mental defect. 

Smith was ordered to two years of civil commitment where he'll be monitored by the state at home but will not be hospitalized. 

Smith has been free on bond since he was charged last year. 

The judge also said Smith cannot own a firearm.
