REEDSBURG, Wis. - A criminal complaint filed Tuesday against a Sauk County jailer detailed allegations of sexual abuse against his two daughters, both under the age of 10.
Kyle Garstka, 31, appeared in Columbia County Court Friday via video conference. He has been charged with two felony counts of repeated sexual abuse of a child and remains in jail with a cash bond of $25,000.
According to the complaint, Garstka allegedly inappropriately touched his two daughters, ages 7 and 8, while they stayed at his Reedsburg apartment between March 24 and March 31.
Garstka and his wife share custody of their daughters, and they stayed with him during their spring break, according to the complaint.
The complaint said the girls detailed instances in which Garstka inappropriately touched them while they were using the bathroom or taking a shower by unlocking the door with a pen. The girls also told police he would touch them while they pretended to be asleep at night.
One of Garstka's daughters told police she woke up one morning with a temporary tattoo on her breast that had not been there when she fell asleep, the statement said.
Garstka was arrested Thursday. His preliminary hearing is set for May 9 in Sauk County.
Sauk County Sheriff Chip Meister said Garstka has been placed on administrative leave pending an internal investigation.
Garstka has a history of domestic violence and abuse allegations brought forth by multiple women. In one case he allegedly shook a woman by her hair and assaulted her, causing a number of bruises. But the Juneau County prosecutor at the time didn't charge him, citing inconsistencies and a lack of witnesses.
