MADISON, Wis. -- After three hours of debate and public testimony, the Madison City Council on Tuesday night approved the cigar bar exemption on a 12-8 vote. The exemption essentially allows cigar and pipe smokers to light up in the city's cigar bars, including downtown's Maduro, WISC-TV reported. In order to apply for the exemption, businesses need to prove that 10 percent of its revenue comes from tobacco, but not cigarette sales.Opponents of the exemption said that they worry it will lead to the repealing of the city's smoking ban.Stay tuned to WISC-TV and Channel 3000 for continuing coverage.
