Restrictions Added To Concealed Carry Bill
Governor Vetoed Similar Bill In 2003

MADISON, Wis. -- The amended concealed carry bill approved by Wisconsin's Joint Finance Committee Wednesday includes new restrictions on where citizens would be able to bring concealed weapons.The bill would allow people to carry hidden guns, knives and billy clubs, but the new restrictions would prohibit guns in hospitals, daycare centers, college campuses and youth sporting events.The committee also barred intoxicated people from carrying weapons.Earlier in the day, the committee also amended the bill to allow police officers access to a database that they could check during a traffic stop to see whether the driver had a permit to carry a concealed weapon.A second provision in the bill would prohibit officers from drawing their own guns on motorists simply because the motorists have a concealed-carry permit.The amendments were added to satisfy the concerns that police lobbying organizations had with the bill. Officials with the State Trooper Association said that the group is now backing the plan because the bill will now allow law enforcement to access a list of permit-holders while conducting traffic stops, WISC-TV reported.Supporters of the concealed-carry measure said that people should be allowed to shoot criminals who attack them. Opponents argue that the bill will only encourage gun violence and will leave people unsure of whether others around them are carrying hidden weapons.Gov. Jim Doyle vetoed a similar bill in 2003 and his office said that he still opposes the one passed by the committee.
