MADISON, Wis. -- Following an all-night debate that ended just before 5 a.m. Wednesday, the common council voted 10-9 to keep Madison's smoking ban intact. The council also said no to an advisory referendum. As a result, residents won't have a say in the issue. The proposal to establish a so-called "hardship clause" to help businesses hurt by the ban has been put off until a later date. "We're disappointed," said Joe Klinzing of the Coalition to Save Madison Jobs. "We picked up a couple votes and showed some support. We had a great showing of people coming out tonight and telling their stories, and that's what's going on out there and they needed to hear that." Lisa Davidson, spokesperson for the American Cancer Society, said she expected the ban to remain. "We know from a poll we conducted earlier this summer that there's broad support in the city to keep the ordinance in place, so this wasn't very shocking," said Davidson. More than 100 residents voiced their opinions in roughly seven hours of debate. The Madison smoking ban went into effect July 1.
