Lawmakers Pass Gaming Compact Control Bill

MADISON, Wis. -- Lawmakers passed legislation Wednesday that would give the them final say over gaming compacts negotiated between the governor and American Indian tribes.This is the third time both houses of the Republican-controlled Legislature has approved the bill, but Gov. Jim Doyle has promised to veto it, just like he did twice last year when lawmakers approved similar legislation.The Assembly approved the latest incarnation of the bill 54-39 and the Senate passed it 20-13.Legislative leaders introduced the bill again after a Supreme Court decision last week. It found that Doyle had overstepped his authority by signing a compact with the Forest County Potawatomi that allowed Las Vegas-style games like craps and roulette.Lawmakers gave the governor sole authority in 1989 to work out deals with the tribes.Assembly Speaker John Gard said the court's decision made it clear that lawmakers deserve some role in negotiations.
