Doyle To Veto Latest Republican Gaming Bill

Republican lawmakers are once again proposing to give the Legislature final say over gaming compacts the governor signs with American Indian tribes.

The Assembly will take up the proposal Wednesday in extraordinary session.

It's the third time Republicans have pitched the proposal -- this time they're spurred by last week's Supreme Court decision, which nullified key components of the current gaming compact.

But News 3's Colin Benedict reported Tuesday that Gov. Doyle will likely veto the bill -- also for the third time.

Under the bill, the governor would still negotiate the contracts, but legislators would have some oversight. Millions of dollars are at stake for the tribes and the state -- as well as power under the dome.

"The decision last week is the perfect opportunity for Gov. Doyle to say cooperation will resolve the most difficult decisions we have," said Rep. John Gard.

"And I don't care ... Democrat, Republican ... we can work through that together. But the state deserves a larger voice," he said.

But Doyle's spokesman, Dan Leistikow, called the Republican measure a waste of the Assembly's time and taxpayers' money; Doyle will veto it.

Gard has changed his position on this issue. During Tommy Thompson's administration, Gard voted in favor of giving the governor the power to negotiate the contracts.

Rep. Spencer Black said the legislature should stay away from the negotiation process.

"What they will do is use this to shake down the Indian tribes for campaign contributions," he said.
