NEXT AT SIX, THE M-RAP ---- OR MINE RESISTENT AMBUSH
PROTECTION VEHICLE ---WAS DEVELOPED TO PROVIDE PROTEECTION
AGAINST ROADSIDE BOMBS.
-- MICHELLE --
THERE'S AN ESTIMATED 20-THOUSAND M-RAPS...
AND WITH OUR MILITARY ROLE IN AFGHANISTAN ENDING -
THE GOVERNMENT NO LONGER NEEDS ALL OF THEM.
NEWS 3 REPORTER DAVE DELOZIER .
SHARES WHY ONE OF THEM.
IS NOW ON MADISON'S STREETS.
ERIC AND MICHELLE - THE MADISON POLICE WERE AWARDED
A SURPLUS M-RAP AND IT IS NOW OPERATIONAL AND ON THE
AND TRUST ME - IF YOU SEE IT YOU WILL KNOW IT.
this has been kind of a hot bed of insurgent activity.
IT WAS A DIFFERENT WAR FOUGHT IN A DIFFERENT WAY.
AGAINST AN ENEMY WHOSE WEAPON OF CHOICE BECAME IMPROVISED
EXPLOSIVE DEVICES THE M-RAP WAS DEVELOPED TO SAVE
IT DID THAT - BUT AS AMERICAN TROOPS ARE COMING HOME
- SO ARE SOME M-RAPS.
it was in good shape, had about 4,000 miles on it,
but it had been over seas, it had a lot of sand we
needed to clean out of it.
THE MADISON POLICE WERE AWARDED THE M-RAP THROUGH
THE 10-33 PROGRAM.
IT PROVIDES SURPLUS MILITARY EQUIPMENT TO LAW ENFORCEMENT
AND THE PRICE IS RIGHT.
THIS M-RAP ORIGINALLY COST 650 THOUSAND DOLLARS.
IT COST THE CITY OF MADISON NOTHING - BUT THE FIRST
TIME THEY NEED IT - IT WILL BE PRICELESS.
it enables us rreally to have moving cover.
so if we have to be in a position where our officers
would otherwise be exposed to move up to a house,
to move into an open area, to effect the rescue of
a citizen, previously we were not able to do that
safely and this enables us to do that.
THE HOPE CERTAINLY IS THAT MADISON POLICE WILL NEVER
NEED TO USE THIS M-RAP.
THE REALITY IS THEY WILL.
WHEN THEY DO - THIS M-RAP MAY AGAIN SAVE A LIFE.
i think a good analagy is the soft body armour that
officers wear everyday and clearly most officers go
their entire lives, wear that soft body armour everyday
and it never does anything but provide peace of mind
to them that they have that extra layer of protection.
And I certainly hope that this thing will never prove
itself in needing to protect an officer or a citizen
but it does provide that peace of mind and that capability
us that we didn't have before.
IN PREVIOUS ACTIVE SHOOTER INCIDENTS AROUND THE COUNTRY
M-RAPS AND VEHICLES LIKE IT HAVE PROVEN INVALUABLE
IN HELPING TO RESCUED INNOCENT PEOPLE CAUGHT IN THE
LINE OF FIRE.
IT ALLOWS OFFICERS TO GET TO THOSE PEOPLE AND THE
THEM TO SAFETY.
AND ERIC AND MICHELLE - TWO OTHER MRAPS HAVE BEEN
AWARDED TO JURISDICTIONS IN WISCONSIN.
THE SHERIFF'S DEPARTMENTS IN JUNEAU AND ST.
CROIX COUNTIES HAVE THEM AS WELL.
