WILL BE WATCHED VERY CLOSELY ACROSS THE U-S.
HELLO, WELCOME TO NEWS THREE AT 6.
I'M MICHELLE LI.
ERIC FRANKE WILL BE BACK AT 10.
A POLICE SHOOTING IN MADISON PLAYED A ROLE IN THE
CREATION OF THIS NEW LAW.
NEWS 3 REPORTER DAVE DELOZIER SPOKE WITH THE FAMILY
OF THE MAN KILLED IN THAT SHOOTING AND JOINS US WITH
FOR THE FAMILY OF PAUL HEENAN THIS DAY WAS A LONG
PAUL WAS SHOT AND KILLED BY A MADISON POLICE OFFICER
IN NOVEMBER OF 20-12.
WHEN AN INTERNAL INVESTIGATION CLEARED THE OFFICER
OF WRONG-DOING - THE HEENAN'S STARTED DOWN A ROAD
LOOKING FOR CHANGE.
very important, he's here.
IT IS IMPOSSIBLE TO KNOW WHAT THEY FEEL.
this is one of the last pictures of him taken shortly
before he was killed.
FOR A MOTHER - A PHOTO IS NOW ALL SHE CAN HANG ON
he's here with us so much, but a physical picture
is worth a thousand words;.
he was a bright light.
PAUL HEENAN WAS ONLY 30 YEARS OLD WHEN HE DIED ON
POLICE WERE CALLED WHEN HEENAN INADVERTANTLY ENTERED
THE WRONG HOME.
THE OFFICER WHO SHOT AND KILLED HEENAN SAYS HE CAME
AN INTERNAL INVESTIGATION LATER CLEARED THE OFFICER
OF WRONG DOING.
my community wanted action.
SO STATE REPRESENTATIVE CHRIS TAYLOR STARTED TO DO
WHAT NO LEGISLATOR IN THIS COUNTRY HAD DONE BEFORE
- TO CHANGE THE WAY
POLICE INVOLVED DEATHS ARE INVESTIGATED.
yeah, it was a bumpy curvy road.
this is a bill of first impression.
it never been done anywhere.
THE BILL SHE CO-SPONSORED CALLED FOR AN INDEPENDENT
INVESTIGATION OF ALL POLICE INVOLVED DEATHS.
IN THE END - MANY IN LAW ENFORCEMENT GOT BEHIND IT.
i see this as a positive for law enforcement.
any time that the community can have the trust built
or reinforced in us is a positive and i think this
is a positive move.
i think it is best practice in our profession.
i think it is time that we did this.
A NEW LAW THAT GIVES A MOTHER SOMETHING TO HANG ONTO
BEYOND A PHOTOGRAPH - HOPE THAT ANOTHER FAMILY WILL
NEVER FEEL WHAT THEY DO.
and he's hope for the future.
yeah, he's part of this too.
TODAY THE MADISON POLICE POSTED TO THEIR WEBSITE NOTICE
OF CHANGES THEY HAVE MADE TO BE IN FULL COMPLIANCE
WITH THIS NEW LAW.
THE LAW REQUIRES TWO INVESTIGATORS FROM OUTSIDE THE
AGENCY BE INVOLVED IN THE INVESTIGATION.
ONE OF THOSE INDIVIDUALS MUST LEAD THE INVESTIGATION.
