PAUL HEENAN - THE CLOCK IS TICKING ON HOW INVESTIGATIONS
LIKE THAT ARE HANDLED.
HEENAN WAS SHOT AND KILLED BY A MADISON POLICE OFFICER
AND THAT AGENCY LATER CLEARED THE OFFICER OF WRONG-DOING.

WHO PUSHED FOR THIS CHANGE.
DAVE - THIS WOULD PUT THE INVESTIGATIONS IN FRONT
OF INDEPENDENT EYES.
IT WOULD - AT LEAST TWO INDEPENDENT INVESTIGATORS
WOULD BE INVOLVED IN OFFICER INVOLVED DEATHS IN WISCONSIN.
ONE OF THOSE WOULD HELP TO LEAD THE INVESTIGATION.

17 MONTHS AGO TODAY - THEY LOST A FRIEND.
PAUL HEENAN CAME HOME THAT NIGHT HE ENTERED THE WRONG
WHEN POLICE RESPONDED TO A CALL FROM THE HOMEOWNER
- THEY FOUND AN UN-ARMED HEENAN OUTSIDE.
HE WAS SHOT AND KILLED WHEN AN OFFICER SAID HEENAN
CAME AT HIM.
just the firing of gunshots.

OUT AND SAW HIS FRIEND LYING DEAD ON THE SIDEWALK.
WHAT HE WANTED - WHAT HE STILL WANT IS THE ANSWER

we had questions that weren't answered and they seemed
to us, rational people...rational answers.
WHEN THE POLICE INVESTIGATION - CONDUCTED INTERNALLY
CLEARED THE OFFICER HIS FRIENDS STARTED PUSHING FOR
A NEW STATE LAW WILL REQUIRE TWO INDEPENDENT INVESTIGATORS
BE INVOLVED IN ALL OFFICER INVOLVED DEATHS.
so bringing two people in from the outside is for
right now as good as it is going to get.

HIS FRIENDS SAY THEY KNOW THIS NEW LAW WON'T BRING

ASSEMBLY BILL 4--0-9 PASSED THE LEGISLATURE IS NOW
IN THE STATE CLERKS OFFICE AWAITING THE GOVERNOR'S
HE SAID TODAY THAT HE HAS NO POLICY ISSUE WITH THE
BILL - BUT WANTS LEGAL COUNCIL TO LOOK AT THE LANGUAGE
BEFORE DECIDING WHETHER HE'LL SIGN IT.
