Madison police said a Monona man was arrested on suspicion of child enticement Thursday night.

Police said Roy A. Mitchell, 29, was also arrested on a parole violation charge.

Police said was a sergeant on routine patrol when he saw a 13-year-old boy standing in the road at the intersection of Milwaukee Street and East Washington Avenue just before 9 p.m. Thursday.

The boy told the sergeant that a stranger had just solicited him for a sex act, police said.

Police said the sergeant was able to locate the suspect and that Mitchell was arrested.

At the time of the alleged encounter, the boy said he thought the man was a woman because of the way he was dressed, police said.
