Jim Doyle's budget vetoes combines parts of three sentences to create a new one, which is a violation of a voter-approved constitutional ban on what critics call the "Frankenstein veto."Voters approved the ban in 2008 to prohibit governors from crossing out words and numbers to create a new sentence from two or more sentences.One of Doyle's 81 vetoes issued on Monday struck words from three sentences to create a new one. The veto dealt with a study ordered by the state Legislature of mentally ill care facilities.Legislative Fiscal Bureau director Bob Lang told the budget-writing committee on Tuesday the error appeared to be inadvertent, but he recommended the Legislature get a legal opinion on how to proceed.
