Authorities: Fugitive Arrested In 2 Fatal Shootings

Witzel Arrested At Wal-Mart In Dodgeville

Authorities said that a man accused of killing a man and wounding that man's fiancée last week in Cross Plains killed another man Thursday night, wounded another, and then later called authorities to turn himself in.

Charles Witzel Jr., 42, was arrested Friday when he surrendered at a Wal-Mart in Dodgeville. He is facing charges of first-degree intentional homicide, carrying a life prison term, and attempted first-degree homicide in Dane County. More charges are pending in Iowa County.

The Dane County Sheriff's Department said it had been searching for Witzel since the first fatal shooting incident in Cross Plains on Oct. 31.

Investigators said they believe Witzel was targeting two people -- his former girlfriend, Joan Haglund, and Craig Severson, 45, a man with whom she allegedly had an affair while Witzel and Haglund were involved.

"It appears that Mr. Witzel had a plan in place," said Dane County Sheriff Dave Mahoney. "He had specific individuals that he had targeted -- these were not random."

Dane County sheriff's deputies said they believe Witzel shot and killed Severson and wounded the victim's fiancée during the shooting last Friday. Severson and Lisa Morgan, 27, were preparing a first birthday celebration for their son in Cross Plains when the assailant shot them, according to investigators.

Sheriff's officials said Friday that Morgan remains hospitalized and is expected to recover from her injuries.

For a week, authorities said Witzel traveled across the country, with stops in Arkansas and Missouri.

Sheriff's officials said he returned to the area Thursday, to rural Mineral Point, with the intention of killing his former girlfriend.

Police said Haglund wasn't home but Witzel shot and injured Haglund's current boyfriend, Casey Finley, 32, and fatally shot his brother, Craig Finley, 37. Craig Finley was pronounced dead at the scene, a home at the intersection of Pleasant View and Rock Branch roads. Casey Finley made it to a neighbor's home and called for help.

Sheriff's officials said that before Finley was transported by Med Flight to University of Wisconsin Hospital with serious but non-life-threatening injuries, he was able to identify Witzel as the shooter.

Authorities said it was later learned that Witzel fled the scene in a Jeep he stole from the Finley residence, prior to the arrival of Iowa County law enforcement. Authorities said the Jeep was found abandoned in a field near Dodgeville.

Iowa County Sheriff Steven Michek said Charles Witzel surrendered to deputies after calling law enforcement at about 1:50 a.m. Friday from a customer service phone at an all-night Wal-Mart in Dodgeville.

A SWAT team responded, and he was taken into custody peacefully. Michek said no employees or customers were in danger.

Sheriff's officials said investigators had made numerous visits to the Mineral Point home in the weeklong search for Witzel.

Authorities said Haglund took their advice seriously and decided to leave home and stay with a friend in case Witzel came after her.

"She felt that she was in danger. She took that to heart and did something about it," Michek said.

Authorities said they warned the Finley brothers that they weren't safe, but they stayed anyway.

"We did make offers to those people to help them with their security issues. We followed up on that. We did everything that was within their comfort zone of accepting our security offers," Michek said.

Witzel is being held in the Dane County Jail to face initial charges of first-degree intentional homicide while armed and attempted first-degree intentional homicide while armed in connection with the Cross Plains incident on Oct. 31. Additional charges are pending in Iowa County.

The Dane County Sheriff said that he's relieved the manhunt is over.

"We're all assured tonight that he's in custody and will remain in custody and is not a danger to any of our communities," Mahoney said.
