Bomb Squad Responds Again Near Capitol

A 67-year-old man is in custody in Madison in connection with two bomb scares near the Capitol building.

Madison police identified the suspect as David R. Floyd, 67. Police said he was arrested on charges of felony bomb scare and disorderly conduct while armed.

Madison police spokesman Joel DeSpain said Floyd threatened a detective arresting him with an unidentified sharp weapon.

"We believe that the person we have in custody, Mr. Floyd, is responsible for leaving whatever was left or taped to the tree or hanging in the tree in front of the Walgreens, and for coming to the Capitol Square this afternoon, with some objects which are being looked at," said DeSpain.

Floyd was arrested outside the building that houses the Department of Justice. Two construction workers who said they saw the man leaving the backpack on Tuesday called police after seeing him again about noon Wednesday.

"I started walking behind, and I ended up passing him up and walking by him and getting another look and I knew it was him," said Justin Wahl, the construction worker who identified Floyd. "So I called 911."

"Actually it was like that [snaps]. It was so fast, I mean, one lady, officer came up apprehended him, threw him in the squad and after that they were asking us for barricades and tape, we helped them out," said Mike Mount of Daniels Construction. "It 's kind of scary to even work out here, you know? But oh well, it's a fact of life, I guess."

The backpack left Tuesday was hanging in a tree about a block from where the man was apprehended. It was on fire and had to be detonated by the bomb squad Tuesday.

DeSpain said bomb experts believe a homemade bomb was in the backpack.

DeSpain said Floyd had items of concern in his possession and on his bike. DeSpain did not have details on what those were.

Police said the bomb squad was been called to the scene to evaluate the items and render them safe. The bomb squad is examining Floyd's bike and some unidentified items. DeSpain said they may have to be destroyed, too.

"Mr. Floyd did have some objects of concern on his person and on his bicycle," said DeSpain. "Those things will be checked out by the bomb squad and are being checked out as we speak."

Police said forensic testing will determine the contents of the potential IED's which officers said won't be available for some time, WISC-TV reported.

For the second day in a row, authorities on Wednesday cordoned off an area near the Wisconsin Capitol as they investigate a suspicious item.

Police established a crime scene just off the square in connection with a suspicious bike located on West Main Street. The bike apparently has saddlebags and is lying in front of the Brocach Irish Pub. The southern quadrant of the Capitol Square has been blocked off by police and crime scene tape is up.

Organizers said that Concerts on the Square is back on for Wednesday evening.
