Committee Meeting Examines Aftermath Of Controversial 911 Call
Officials Ask Questions About Call Center Policy

MADISON, Wis. -- A pair of Dane County Board of Supervisors committees held a special meeting Thursday evening to address lingering questions about the area's 911 call service.
VIDEO: Watch The ReportOfficials were looking for answers Thursday on the controversy over how the Dane County 911 Center handled a call from the cell phone of a University of Wisconsin-Madison student on the day that she was found dead. Some officials have said the dispatcher mishandled the 911 call.Joe Norwick, director of the 911 center, met with the joint Finance and Public Protection and Judiciary committees Thursday to review 911 policies. For an hour and a half, Norwick was questioned by board members on everything from staffing to policy to technology.The 911 call from Brittany Zimmermann's cell phone was not directly addressed because of the ongoing investigation. Norwick explained how busy the 911 call center is, saying it serves more than 80 agencies and receives nearly 450 calls a day, 15 percent of which are hang-ups.One board member asked if Norwick feels that mistakes are common."No, I don't think it's a frequent occurrence. I think people are human; people make mistakes. People in a very stressful job make mistakes," Norwick said. "I would hope that no mistakes ever occur on any day in the 911 center. Can I guarantee you that? No. Can I work at limiting the opportunities for making mistakes? Yes."Before responding to each question, Norwick was given the OK from the corporate council to answer.Several board members asked questions that got too close to details of the Zimmermann case, and they were told that any specifics would have to be discussed in closed session.Many questions went unanswered Thursday because of the ongoing investigation. There will be more meetings on the issue, most likely starting next week, WISC-TV reported.A motion was made for that meeting to include the entire board, so everyone is involved and not just the Finance and Public Protection and Judiciary committees.Dane County Executive Kathleen Falk was not invited to Thursday's meeting. She has gone on the record saying she will not fire Norwick. The issue was not discussed Thursday night because, unlike Falk, the committees have no control of leadership staffing.The controversy began after authorities said that a 911 dispatcher received a call from Zimmermann's phone on April 2 before the 21-year-old UW junior was found dead in her campus-area apartment. Officials have said the dispatcher took the call, apparently heard no response, hung up on the call and then failed to call the number back. As a result, no police were sent to investigate.Madison police said that they think there was enough audible on the call that should have prompted the dispatcher to contact authorities. Earlier this week, Dane County officials said that the dispatcher didn't follow 911 center policies when she didn't call the number back. Officials then issued apologies to Zimmermann's family and fiancé.On Wednesday, however, Laurie Lane, chief steward for Local 720, which represents Dane County 911 dispatchers, disputed this version of events. Lane said that the dispatcher believes she followed policy in how she handled the call. The operator denied hanging up on Zimmermann and said she'd fight any possible disciplinary action, Lane said.
