A local man who was hired out for children's parties as a balloon sculptor is facing charges of repeatedly sexually assaulting a child.

Anthony B. Stelter has been charged with two felony counts. Stelter performs at parties as "Tony the Twister," twisting balloons into the shapes of animals.

The criminal complaint said the alleged assaults involved a 13-year-old girl and occurred between January 2007 and March 2008.

Investigators said the girl told a school psychiatrist of the assaults on April 11.

If convicted, Stelter could face life in prison.
