Third Proposed Budget Solution Pending
Democrat-Backed Plan Could Get Vote Next Week

MADISON, Wis. -- A third proposed solution to the state's $527-million budget shortfall has been introduced.The Democratic plan expected to be voted on in the state Senate next week would include a tax on hospitals that Assembly Republicans don't want. Gov. Jim Doyle, the state hospital association and Wisconsin's largest business lobby all support the tax.Hospitals would be repaid what they pay for the tax with federal money, some of which would also go toward addressing the state's budget shortfall.The Senate Democrats' budget plan also includes items not endorsed by either the governor or Republicans, including a rental car tax to pay for a three-county rail line.
