Assembly Passes GOP Plan To Bridge Budget Gap
No Word On Whether Governor Will Approve Plan

MADISON, Wis. -- It was a long night at the state Capitol in a special session called by the governor, but on a 51-46 vote, the Republican-led assembly has passed its plan for solving the state's $527 million budget shortfall.The Assembly Republicans' plan takes $100 million from the state's savings, cuts $250 million from state agency reserves and delays a $125 million payment to state schools to make up the deficit. While Democrats said the measures only delay problems, Republicans said it's a fiscally responsible plan."The state of Wisconsin is facing a budget shortfall and must solve it in the same way that families are doing it," said Assembly Speaker Rep. Mike Huebsch, R-West Salem. "Families are doing it by cutting back, by figuring out ways that they can find savings. They're dipping into their savings. They're finding ways they can get by this without raising taxes and that's exactly what the state of Wisconsin must do.""It's like Groundhog Day all over again," said Assembly Minority Speaker Rep. Jim Kreuser D-Kenosha. "It's irresponsible. It's not workable or reasonable ... The fact of the matter is, it lacks any kind of fiscal integrity or responsibility."Democratic Gov. Jim Doyle had no immediate comment on the proposal, but political experts said that because it differs dramatically from his proposal released on Monday, it was highly unlikely that he would support it.
