After Rally, Lawmakers Still Haven't Moved On Smoking Ban

Downtown Rally Drew Cycling Great To Madison

One day after a rally in downtown Madison drew cycling legend Lance Armstrong, there's still no signs of movement on a statewide smoking ban at the state Capitol.

The proposed ban has passed two legislative committees, but hasn't been scheduled for a floor vote in the Assembly.

On Wednesday, the Tavern League, a lobby group representing some of the state's bar owners, brought members and supporters to the Capitol to appeal to lawmakers to defeat the ban.

The bill is also stalled in the state Senate.

Senate Majority Leader Russ Decker, D-Weston, said that he believes his compromise is possible, but only if smoke-free supporters will agree to a 2011 implementation date for taverns.

"They've been doing this since January of 2005 with nothing to show for it," Decker said. "If they'd have compromised two years ago, they'd be pretty much at a phase-in point right now or maybe next summer."

Smoke-free advocates in the state have said the delay isn't necessary and said that they're concerned about a pre-emption for municipality bans in Decker's compromise, WISC-TV reported.
