All boaters must drain their live wells and bilges before leaving any state water.Anglers aren't allowed to remove live fish from any state water, although bait harvesters can do it with a permit. The rules are designed to combat viral hemorrhagic septicemia, better known as VHS. They've been in effect on an emergency basis since early November. The board's unanimous vote means the rules could become permanent as early as May.
