Universal Health Care Backer Hopes Senate Will Pass Plan In '08

MADISON, Wis. -- The main proponent of a $15 billion universal health care plan in the state Legislature said that he expects the Senate to pass it next year.The so-called Healthy Wisconsin plan passed in the Democratic-controlled Senate's version of the state budget this summer, but it was removed from the final plan.Republicans in the Assembly objected to the plan to increase payroll taxes by $15 billion to pay for a new universal health care system run by the state.Democratic Sen. Jon Erpenbach of Middleton said that he expects a new version of the plan to pass the Senate early next year. He said that major portions of the plan and its goals to increase competition and lower costs remain the same.
