Professor Says It Would Be Hard To Prove If Companies Pass On Cost

MADISON, Wis. -- The state's biggest business group said that Gov. Jim Doyle's proposal for a new tax on oil companies will add 7 cents to Wisconsin's gas tax.At about 33 cents a gallon, the state's gas tax is already one of the highest in the nation.Wisconsin Manufacturers and Commerce said that the tax would bring in $100 million more than first projected because of rising gas prices.Doyle said that criminal penalties in his proposal would ensure the tax will not be passed on to consumers.But, University of Wisconsin-Madison business professor Rodney Stevenson said that proving that the companies are passing on the cost would be extremely difficult.The statewide average for a gallon of unleaded is $3.41.Cut and Paste the HTML BELOW into your Document
