Thousands Denied, Lose Health Coverage Because Of Federal Law

Law Aims To Prevent Illegal Immigrants From Enrolling In Programs

Updated: 12:48 pm CST February 12, 2007

More than 14,000 people were denied or lost coverage through state health care programs last year because of a new federal law, according to a new report.

It requires proof of citizenship and identity. Sixty-nine percent had proof of citizenship, but were denied or lost coverage because they didn't prove their identity. The figures are in a report by the Wisconsin Council on Children and Families.

The new law requires people to prove their citizenship and identity when enrolling or renewing their participation in BadgerCare, Medicaid or similar programs -- even children. Half of the 14,000 denied coverage or who lost it were children.

The state is setting up a procedure that allows their parents to sign an affidavit stating their children are citizens.

The federal law is designed to prevent illegal immigrants from enrolling in the health care coverage programs.
